Benjamin Harrison and Grover Cleveland both condemned McKinley’s expansionist, imperialistic foreign policy. In this 1901 cartoon, Udo Keppler alleged that McKinley’s policies represented a continuation of Cleveland’s aggressive application of the 1895 Venezuelan crisis, and Harrison’s ultimatum to Chile during the Baltimore Crisis and his annexation of Hawaii.
